About the program

New knowledge and solutions for an energy- and resource-efficient built environment with no negative impact on the climate.

A third of Sweden’s total energy consumption occurs within the built environment. This means that more efficient energy use within the built environment sector is a key piece in the development of the energy system.

The program Resurseffektiv bebyggelse is the Swedish Energy Agency’s comprehensive initiative for research and innovation aimed at a resource-efficient built environment. It covers energy use within the built environment throughout its entire lifecycle, from natural resources to delivered energy services. Resource and energy efficiency must be integrated at all stages, from concept, planning, through the construction process, during operation, and during renovation.

The program encompasses both residential and commercial buildings, their production, people’s lifestyles, choices, and energy use related to housing, usage, renovation, rebuilding, deconstruction, and demolition. The focus is on buildings, systems, artifacts, and the people who, at various levels and in different roles, are involved in related processes.

The development of a sustainable energy system must include society’s actors and structures, where policy instruments, planning issues, and the behaviors and habits of actors, together with technological development, are central components.

The program has four designated challenge areas

  • The built environment as an efficient and flexible hub in the energy system
  • Renovation needs and the energy performance of the worst-performing buildings
  • A holistic approach and collaboration – sustainable energy for all
  • Policy instruments and markets that contribute to change
